Mezzanine Floor Regulations and Building Control in the UK

Do Mezzanine Floors Require Building Regulations Approval?

Mezzanine floor planning permission for most commercial applications is not required, providing there are no issues that alter the external look of the building surrounding the project (e.g. additional external windows to bring light to the new floor).

You may need planning persmission from your local authority for:

  • If the mezzanine will be used for retail over 200m²
  • Office space and work activities
  • External changes are required to accommodate the mezzanine floor

NSI Projects retains an independent building control inspector to stay up to date with relevant building regulations and will be involved in the planning for your mezzanine construction project.

This avoids the need to go to the local authority Building Control department and provides us with a consistent interpretation of the regulations across the country. Our inspector will provide preliminary building regulations approval and liaise with all relevant local authorities including the fire officer.

Building Control approval ensures that your mezzanine structure meets the requirements outlined within UK Building Regulations.

These regulations typically cover:

  • Structural safety and load calculations
  • Fire protection and evacuation routes
  • Access and stairway safety
  • Disabled access requirements
  • Building stability and structural integrity

Structural calculations and detailed drawings must normally be submitted to a Building Control inspector before installation can begin.

Mezzanine Floor Planning

When planning a mezzanine floor, there are a number of Building Control factors that would need to be taken into account. Our experts can guide you through the process and advise on mezzanine floor planning permission, although this is less relevant than meeting the mezzanine floor regulations requirements (see below). While building regulations may appear daunting at first, NSI Projects can take the lead with minimum input from you.

For mezzanine floors, there are building regulations covering:

  • The structural design of the floor itself. Mezzanine floor engineering calculations need to be prepared and submitted to Building Control to prove the weights that the floor is designed to support.
  • The load imposed on the concrete slab – structural calculations are required to comply with building regulations.
  • Safe access and evacuation are covered by Building Control fire regulations, and we can advise on compliance and design approval prior to construction.
  • If the mezzanine floor is over a certain size or percentage of your premises, building regulations require it to be fire-rated.
  • Mezzanine floor regulations also reinforce the requirements of compliance with the Disabled Discrimination Act (DDA) and there are various regulations affecting access and egress from the mezzanine floor that we can advise on.

What Fire Safety Regulations Apply for Mezzanine Floors?

Fire safety is one of the most critical regulatory considerations when installing a mezzanine floor.

Depending on the size and use of the structure, fire protection measures may be required.

Common fire safety regulations for Mezzanine Floors may include:

  • Fire-rated ceilings beneath the mezzanine
  • Fire resistance or fire detection methods in place
  • Protected escape routes
  • Emergency lighting

Additional fire protection may be required if the mezzanine covers more than 50% of the floor area or exceeds certain size thresholds.

Staircases, Access and Guarding Requirements

Are there building regulations for mezzanine staircases? Yes, the requirements vary depending on what type of staircase. Safe access is another important part of mezzanine floor building regulations.

Your mezzanine design must include:

  • Approved staircases with compliant rise and tread dimensions
  • Safety handrails and balustrades
  • Edge protection and guarding
  • Safe access points for goods and materials

Safety gates are often required where pallets or goods are moved between levels.

FAQs

In most cases, internal mezzanine floors do not require planning permission.

However, planning approval may be required if:

  • The building is listed
  • The property is located within a conservation area
  • The installation significantly alters the building’s external appearance
  • Retail floor space increases significantly

Our team can advise whether planning permission is necessary for your specific project.

Most mezzanine floor installations require structural calculations to confirm the building structure and existing floor slab can safely support the proposed load.

Most warehouses can accommodate a new mezzanine floor, but structural load bearing capacity, ceiling height, and fire safety requirements must be assessed before installation.

The approval process for a mezzanine floor install typically takes several weeks depending on the complexity of the project and whether structural calculations require review.

Staircases must comply with UK Building Regulations covering tread depth, riser height, handrails, and safe access between levels.

If the mezzanine is partitioned or contains separate rooms, fire doors might be necessary to enhance fire safety.

Sprinklers may be required depending on the size of the mezzanine floor, the building’s fire strategy, and whether the installation affects escape routes or fire compartmentation. For larger commercial spaces, smoke ventilation systems might be required to help disperse smoke, making evacuation safe and giving firefighters better visibility.

Installing a mezzanine floor can increase the usable floor space within a commercial property, which may lead to a reassessment of business rates by the Valuation Office Agency.

If a mezzanine floor is installed without approval, building control authorities may require modifications or removal to ensure the structure complies with safety regulations.
